For a group containing young people, you can set an age limit to give administrators the ability to limit the ability of members, guardians and administrators to initiate new chats with young people.

Simply go to Group Settings > Chat age limit and set the age limit for your group.

In the Spond App a group admin can set the permissions for messaging under group settings.
